Grant studies a range of public administration and public management topics including bureaucracy, organizational learning, administrative burden, and public organizational performance. He teaches graduate courses in public administration, policy analysis, program evaluation, and research methods.  His past professional experience includes work as an admissions officer and service as a legislative aide to a member of Congress in Washington, DC.  Grant holds a Ph.D. in public policy and management and a master of public administration (MPA) from the Evans School of Public Policy & Governance at the University of Washington.
