Federal requirement for training in the responsible conduct of research
As of January 2010, the National Science Foundation (NSF) requires that institutions applying for grants have in place a plan for providing “appropriate training and oversight in the responsible and ethical conduct of research to students who will be supported by NSF to conduct research” (see NSF Proposal and Award Policies and Procedures Guide, Part II, Award and Administration Guide (AAG) Chapter IV.B).
As Seattle University continues to build its research infrastructure to support the scholarly excellence of its faculty and students, we are establishing policies and procedures that are
consistent with the practices of other universities and that also bring us in compliance with federal regulations. To facilitate compliance with the NSF requirement on responsible conduct
of research, Seattle University has subscribed to CITI training. While the NSF requirement applies only to students funded by NSF grants, we strongly encourage CITI's RCR training
for all faculty, students, and staff who engage in research of any kind at Seattle University. Seattle University supports the highest possible ethical and scientific conduct in the pursuit
of research. Beginning September 1, 2012, the Office of Research Services and Sponsored Projects will only accept CITI training to fulfill grant requirements in RCR. For instructions on accessing CITI training click here.
Purchasing/Reimbursement Procedures, relating to the Debarment and Suspension Policy
In order to comply with federal requirements for fiscal responsibility with respect to both Debarment & Suspension and oversight of grant-related expenditures, the Office of Research Services & Sponsored Projects, in conjunction with the Controller’s and Purchasing Offices, has developed a procedure for initializing and approving purchase requisitions and reimbursement requests. The intention of the offices implementing this procedure is that it will not delay the processing of requests, but will ensure compliance and provide greater confidence that grant expenditures are being properly overseen and vendors appropriately monitored. This required procedure will institute changes in forms used for purchase and reimbursement requests and the forms will be submitted to the ORSSP which will forward to the appropriate office. The second required change is that all vendors must be checked to ensure that they are neither debarred nor suspended by the federal government. This will require that the requestor check the Approved Vendor List on the ORSSP website prior to submitting the form.
