Leanna “Lee” Holmer joined the Institute of Public Service in September, 1995. She holds a Ph.D. in Public Policy and Management from Ohio State University, in addition to a Master of Public Administration and a Bachelor of Arts in Economics. Her published articles focus on the role of emotional development in leadership and organizational health, and on strategies for teaching leadership, team, and management skills. Her current research concerns the implications of neuroscience for teaching and learning management and leadership skills.
Lee has served for more than 20 years in management and consulting capacities with state, local, and nonprofit organizations. She held positions including Director of Budget and Finance for the Ohio Bureau of Employment Services, Budget Director for the Ohio Department of Development, and Manager of Planning for the City of Columbus Department of Finance. She has provided training, organization development, and strategic planning services for a diverse group of public agencies and nonprofit organizations. These services have included a workshop on Descriptive Communications Workshop conducted for the Waste Management Corporation’s Women’s Professional Network, a seminar on Leading Learning presented to the University of Washington Management Program Management Program, team building workshops conducted for the Jewish Federation of Greater Seattle, the Presidential Cabinet of Macedonia. She has served as a facilitator for the Washington Governor’s Office of Head Start Collaboration, for the State of Ohio Office of Collective Bargaining, and for the Ohio Department of Education.
Lee’s personal interests include hiking, backpacking, cross-country skiing, and nature photography.
